The majority of drowning deaths involving young children are contributed to by a lack of direct adult supervision — and public pools are no exception!
There is often a misconception by parents that the supervision of young children at public pools is the sole responsibility of the lifeguards. With pool lifeguards employed on 1:100 ratio, it is unrealistic for parents to expect them to provide the constant and direct supervision that is needed for every young child in the facility at one time.
In response to a number of drowning deaths involving young children at Western Australian public swimming pool facilities the Watch Around Water program was first introduced in 2004.

Since the inception of the program there has been no drowning deaths involving young children recorded at any public swimming pool facility in Western Australia.
Watch Around Water is an industry driven program — it was created by the Western Australian aquatics industry for the aquatics industry. The program is owned jointly by the Leisure Institute of WA (LIWA) Aquatics and the aquatics and recreation industry, with Royal Life Saving responsible for providing the overall program support and coordination through a strategic alliance.
This is a great example of how working in partnership can result in creating safer aquatic and recreation environments for the Western Australian community.
